Along with the economic and social development and progress, Chinese private higher education development made remarkable achievements. However, instantly, the development of Chinese private higher education is facing a series of institutional constraints and system bottleneck. Our private universities development important characteristic is "policy, its development is encountered than from external forces. Therefore, the rise of our private universities mainly thanks to its exterior governance structure optimization and design. Private education development power and growth relies on the innovation of systems, in view of the above dilemma and our private universities development realities, was born in western public administrative areas of network governance theory-as an institutional arrangements for private universities with the external governance research the reference and inspiration effect. This paper, from the perspective of network governance using network governance theory analysis framework and document analysis, comparative analysis and multidisciplinary analysis method, this article explains the private universities external governance of practical difficulties and reasons, and combining with China’s specific conditions and private higher education development level, proposes private universities of external management structure reasonable reconstruction, namely transform government role, reconstruction of government power, reasonable introducing market mechanism, and actively expand social participation, vigorously develop non-government (higher) education intermediary organizations, structuring the government leading multiple subject common participation of private universities external network governance mode, further optimize our private universities exterior governance structure, to build the government, market, society, and the role of non-state-run universities with positioning, promote national education, social education, college school-running autonomy, establish the reasonable balance government, market, society and private universities, the coordination between the mutual trust, learning, dialogue mechanism and finally realize the maximization of the public interests of private colleges that adhere to the unity of the welfare and for-profit private colleges, guide the market, the society really running, and promoting the sustainable development of private colleges.
