Abstract


Education is the foundation , compulsory education is the middle of the country, it is to improve the quality of the implementation of science and education foundation engineering , building a harmonious society. Reform and development so far, the development of compulsory education has made historic achievements, but compulsory education, shortage of resources, inadequate investment , irrational structure still exists , which is not balanced development of compulsory education phenomenon is particularly prominent. Not balanced development of compulsory education is compulsory primary resource allocation is unbalanced , therefore , in a sense , that is, the problem of compulsory education balanced resource allocation problem . Through the evaluation of the efficiency of resource allocation compulsory education identified problems in the use of resources , help to educate managers to improve management and achieve balanced development of compulsory education . Efficiency of resource allocation for compulsory education evaluation is essentially compulsory for schools to carry out the evaluation , but the school is a multi- input multi- output nonprofit agencies, research shows that using non-parametric data envelopment (DEA) analysis method to evaluate nonprofit parametric method than using some other more reliable the results . Based on the above analysis , this paper uses data envelopment analysis on China's 31 provinces, autonomous regions and municipalities , from 1997 - 2008 nearly 10 years of compulsory education, the efficiency of resource allocation carried out a theoretical analysis and empirical analysis, the regional economic development of Education Resource imbalance is one of the main imbalance , on this basis, in order to promote balanced development of education for the purpose of , respectively, from the compulsory allocation of resources human, financial and material resources to improve compulsory education in the three aspects of resource allocation, provide recommendations to promote the balanced development of compulsory education .
