Abstract


After the founding of the concept of \the establishment of a new form of grassroots organizations, but its meaning and functions of positioning the proliferation of administrative, bureaucratic social and grassroots organizations appear alienation need to be innovative to correct the many abuses. Currently, China is experiencing the the multiple reform, development and improvement of the system of government and social system and the economic system. In this process, China's urban grassroots management organizations is changing evolving, experiencing diverse management body transformation of urban communities by neighborhood committees to the government of a single management body. In this context, the services to promote harmonious and stable community service, has obvious advantages compared to the traditional due simply focus on control and easy to trigger the control object administrative community resentment. The so-called service community is to respond through the service, and help to meet the public interest demands of residents in the community as the primary goal of the new community governance model, reshape the traditional community functions. It is based on community interests, legal and moral support, to create a comfortable living environment to achieve the coordination of social management, to form a harmonious community relations and a strong sense of belonging to society settlement. Government's ability to recognize the role of the community in the current economic and social development of the public phase of community development and the construction of the key. In the past, the government basically monopolize all the resources, this is mainly because of all walks of life, including the Government, at the time the lack of long-term community economic function, social function, social-controlling function, social welfare and security features, social participatory function profound understanding This makes the traditional administrative community only exist as the street class grassroots organizations in the government administrative subordination and it is also because of the complex of social affairs and government control capacity constraints, and can not have the types of resources sufficient enough to meet living in material and spiritual needs of the residents of the region's growing diversified. This article will be divided into five parts: the first part is mainly clear the concept of community service and features, the necessity of building a service-based community and service community building concept; second part discusses in detail the functions of the positioning of the service-oriented community, one to optimize the relationship between the community and the government to promote the formation and development of multiple main governance situation in the community, expanding community participatory democracy space, enhance the power and capabilities of public democratic participation, achieve sustainable community development; first The three-part focuses on the community service institution-building and institution-building work including the perfect expression mechanism of the interests of the community and the development community public mechanism diversification, working capital raising mechanism building, community human resources to attract and reserves and the perfection of the system of laws and regulations; Part IV describes the way of community service community service, mainly focused on three aspects of the industry, professional and equalization; fifth section describes a service-oriented community service in the community aspects of the innovations.
