Abstract


Han-jiang River is the largest tributary of the Yangtze River, also is the major water transfer project which is from south to north. At the meantime, it is also a coastal city life and an important industrial and agricultural water source. After the nineties, with the development of industrial and agricultural construction, industrial wastewater, agricultural fertilizers and irrigation water emissions increase every year. These are basically untreated wastewater directly into the Han-jiang River, resulting in the Han-jiang river part of the river; especially downstream water quality deterioration is very serious. As The impact of the Han-jiang river“water bloom”of the water in Han-jiang river. Since February 1992, the Han-jiang river suffered to several“water bloom”the essence of that is the pollution of the Han-jiang river water. The situation is very serious. The problems results from serious aspects, There are many kinds of methods, such as:To deal with it technically, and we also from the perspective of river regulation and management of governance.This article from the perspective of the Han-jiang river water government control and public participation on the management of the“water bloom”., to study on the Han-jiang river“water bloom”in governance management, and through the following aspects of the Han-jiang river“water bloom”in the issue of governance. First, from the understanding of“water bloom”,“water bloom”conditions occur, as well as the causes of hazards and analysis. Second, the paper takes an analysis of the Han-jiang river“water bloom”Governance. Thirdly,for the governance situation, to study on the difficulties of the Han-jiang river“water bloom”which encountered in the process of governance analysis;4,finally,giving the strategies to improve the situation of the Han-jiang river“water bloom”This paper attempts to market, government, social three angles, for induction of the Han-jiang river“water bloom”that existing governance policies and management system. And using of public management, public policy and the theory of economics, to analyze the background of public policy, nature, advantages and disadvantages, then the paper uses these theories Combined with practical, to study the Han-jiang river“water bloom”more in-depth governance.
