Abstract


Since 1999, the CPC Central Committee clearly transformed reform of research institutes, the restructuring of the Development Institutes has achieved remarkable results. Scientific Research Institution after 10 years of development, development research work, combined with the market economy gradually played a certain role in promoting national and regional economic development. But in the process of development, some institutes also encountered a number of obstacles, the restructuring of the legacy issues remain to be resolved. Shaanxi Province as the traditional scientific and educational Province in China, currently facing the development of science and technology \In order to in-depth analysis of the development class restructuring the current development of the research institutes, provide reference and basis for the relevant government departments to improve relevant policies transformed the performance of the research institutes of the application development, Shaanxi Province, 17 evaluation studies. This paper first reviews the research at home and abroad, and then define the meaning of related concepts and briefly described the theoretical basis of the study. On this basis, in-depth analysis of the relevant policies of the countries, as well as the Shaanxi provincial government on the restructuring of scientific research institutes, statistical analysis and overview of the development of the Scientific Research Institution of Shaanxi Province development class. Meanwhile, the combination of the existing target for Scientific Research Institution research on the development of classes, functions of the proposed development class for Scientific Research Institution of positioning; thus considering the development of class compared to the particularity of the general corporate and research institutions for Scientific Research Institution, build a its performance evaluation index system. Finally, we use the gray relational analysis of the restructuring of Shaanxi Province, 17 developed class performance empirical evaluation of the research institutes, and draw the corresponding performance rankings; combined survey results analysis and interpretation of the performance rankings, summed up the high performance The common feature of the research institutes as well as the performance of lower research institutes universality problem. The main conclusions are: (1) According to the two dimensions of research performance and business performance 17 Scientific Research Institution can be divided into four types: two strong type, the research strong and weak operating, research and weak operating, double-weak type. (2) the performance of the common features of the higher research institutes: the establishment of a market-oriented management mechanisms; great importance to the building of the personnel; seek project support, focusing on research funding, construction, scientific and technological innovation platform; actively carry out research cooperation. (3) performance of lower research institutes common problem: poor treatment of employees, a serious brain drain; lack of funds; relatively weak profitability.
