Abstract


In the process of China 's market-oriented reforms , the local government is basically out of the competitive market , but not into a purely public service providers , but to seize control over elements of the regional production , in particular, the right to land development , leading to local governments by \This paper will analyze the reasons for the change of this pattern of behavior of the local government . This article take a combination of theoretical models and case studies analysis . First, the establishment of the framework of the local government governance model , to examine governance constraints on the behavior of the local government and incentives . Secondly, the establishment of local government utility function and optimization model to explain the role of the tax system reform and promotion of competition , the behavior of local government business enterprise to business districts .
