Abstract


Urban infrastructure and housing construction is an important part of the national economy and social development, is the key to sustainable development of society. Into the 21st century, China's national economy is the rapid development of urbanization is accelerating, followed by large-scale urban infrastructure and housing construction and other ancillary development has become the top priority of the government work. Resettlement housing construction as an important part of the construction of urban housing is an important government livelihood projects and the large amount of capital required, have gone far beyond the financial capacity of the government, which requires the government to change the traditional concept of actively seeking new financing, attract a large amount of the participation of social capital. BT model as a new type of investment and financing construction management model, suitable for use in infrastructure, municipal utilities and urban housing construction and other government projects, not only the government can ease the financial pressure, but also because of its mechanism of new management activities, rights and responsibilities clear, powerful function and vitality. BT mode in foreign development has matured, is just emerging in the field of China's construction is still in the exploration and exploratory stage and no mature experience can learn from, and also the lack of understanding of the system and specification, plus BT building The long duration of the project itself, a large investment to participate in the main complex organizational relationships, therefore, also exposed many problems in the actual operation of the need to practice constantly explore, summarize and perfect. And learn from at home and abroad on the basis of the the BT model theory and practical experience, in-depth study of the BT model: First, an overview of the background of the BT mode system, meaning characteristics, in our analysis of the feasibility of the implementation of Scope, comparison with other common financing model and advantages; Next intersubjective relations, operational processes and four construction management mode conducted a detailed analysis of the BT model; Next the BT project risk management and meticulous analysis, including the BT project risk identification, the BT project risk fuzzy comprehensive evaluation and fuzzy comprehensive evaluation model BT project risk prevention and control measures; Finally, the Jinan High-tech Zone Wu Chuang suncun Area resettlement project case related issues, including an overview of the project, the project uses to advantage analysis of BT mode of operation, the operation of the project using the BT model, based on the government side project risk fuzzy comprehensive evaluation, the BT mode the current problems and improve measures. This paper introduces the BT model aims to provide a theoretical basis for our process to speed up the construction of infrastructure, municipal utilities and urban housing construction and other government projects, and how to better standardize the use of BT mode and operation guide. BT model in-depth study on the specification of the mode of operation, as well as to further promote China's investment and financing system reform and construction project management model innovation have important theoretical and practical value.
