Abstract

Chinese "Sandwich Class" group in urban areas is in the middle of market and housing security system, which can not get the housing benefit and also can not afford to buy houses. The mainly definition of the“Sandwich Class”refers to the application does not meet the conditions of low-rent housing, affordable housing, but also difficult to afford to buy the commercial housing. It’s a large population base, and the growth of the number is increased with the house price year by year. The causes of the“Sandwich Class”phenomenon are:First, he conflict between low-income and the high prices of housing; Second, there are loopholes in the legal system of housing benefits; Third, imperfect system of affordable housing; Fourth, inadequate low-rent housing system. To solve the housing problems of "Sandwich Class" group has far-reaching significance in the building of Chinese housing security system. It means to improve the rights of our residents in the area of housing security. If we do not demand attention to the interests of this group, will produce many difficult social problems and social conflicts, thus to improve and solve the housing problems of "Sandwich Class" group are extremely necessary both for the government or the people.To solve the housing security issues of the "Sandwich Class" group, we must first understand China’s housing security system operation, the historical evolution and current status. China’s housing security system has undergone four stages, the specific physical distribution system for the housing reform period, housing distribution in kind to the housing market over the reform period, the full implementation phase of the housing market, strengthen the regulation of real estate housing support phase, the different stages Policy is based on specific conditions of China.At present the main from of benefits of housing security are the affordable housing, low-cost rental housing, the ceiling price housing and so on. Government formulates the housing welfare policy is at the starting point of low-cost rental housing for needy families, affordable housing for the low-income groups, middle and high income groups to buy houses. But the "Sandwich Class" group is isolated in the policy and the market. The production of the problem can be analyzed by the social risk theory and the risk concept or theory of institutional change. From a system perspective we can analyze the imperfect system of institutional change and the risk of destabilizing the society and the negative impact. The negative impact of "Sandwich class" is not conducive to social stability and the process of urbanization and also not conducive to harmonious society to establish a sound social security system and legal system.In the understanding and analysis of the problems and the system of empty field of”Sandwich Class" group in the housing system, we can learn from developed countries, the housing security system, to learn the others is conducive to the construction of advanced concepts in Chinese housing areas. For example, in the building of low-rent housing system, we can emulate the British system of public rental - rent subsidies and a higher standard for the characteristics of land system; also we can learn the Singapore housing accumulation fund system, to establish the Residential Development Council and the tight housing protection of the judicial system which can curb irregularities in the legal aspects of the act; also can learn the welfare-oriented housing system of Japan which means the higher the welfare of disadvantaged groups , to give subsidies to public rental and the high quality improvement of the housing. Learning the experiences and lessons from these countries in the housing security system has far-reaching significance in resolving the housing problems of "Sandwich Class" group.In the analysis of our existing housing security system and housing benefits in developed countries, combined with related theory and the view of the special status of national conditions and economic and political development, this paper puts forward the following suggestions: First, to establish a housing welfare policy with Chinese characteristics, depending on the crowd and the existing housing benefits coverage category, to absorb the "Sandwich Class" group in to the whole; Second, the government’s macroeconomic regulation and control prices, to avoid the real estate market heated too fast; Third, to accelerate the legislative process of housing security, to strengthen the supervision of affordable housing and regulate the real estate market to meet the basic housing needs of residents; Fourth, to improve the housing accumulation fund system, expand coverage and improve the fund showing regional differences; Finally, to speed up the supply of affordable housing and increase government funding, to solve the housing problems of the "Sandwich Class" group from a fundamental solution way.
