Abstract


The end of 2008 , with the Chinese government introduced a 4 trillion economic stimulus plan and adopted a proactive fiscal policy and moderately loose monetary policy , local government financing platform for rapid development , the scale of its debt is also space grow . At present , the local government financing platform in China is still in the exploration operational phase Lurking behind the huge risk of over-indebtedness and not standardized operation aroused concerns and worries . The research questions of this article is the analysis of debt risk assessment of local government financing platform , thinking of the status quo , to provide a reference to future debt and regulate the development of local government financing platform . The theory is based project distinction between theory and debt risk management theory , the core idea is through bank loans and city to vote bonds of local government financing platform in both debt description of the scale of the status quo , passed in source of discourse debt risk factors and the risk of debt impact on the basis of the face from the assets , liabilities and income profits tripartite empirical analysis of 71 samples Chengtou business situation of enterprises , and finally from the government's point of view , the bank angle and enterprise angle to guard against the risk of suggestions . This paper mainly adopted a qualitative analysis , quantitative analysis , comparative analysis and specification analysis method , come to local government financing platform to raise funds there are certain risks , but the risk is controllable . The regulatory authorities should actively support and specification guide , prompting the local government financing platform bigger in the non- welfare business projects , and improve the function of self- blood transfusion , and better serve economic construction .
