Abstract


With the enhancement of the trend of economic globalization, foreign direct investment showed a trend of ever-expanding, increasingly deep impact of FDI to China's economic development. Our country at this stage to achieve sustainable development, the proposal of building a resource-saving and environment-friendly society, under the guidance of the development strategy, in-depth system of eco-environmental effects of FDI, has important practical significance. Due to the desire for capital at the beginning of reform and opening up, China and ignore the negative impact of FDI on China's ecological environment, and therefore the paper argues that the introduction of FDI in the process should be a transfer of the turnover and the development of strategic goals with the host country's own economic development stage, a comprehensive analysis of impact of FDI on China's ecological environment, fight for FDI to minimize the negative effects and maximize the positive effect of FDI, FDI and the coordinated development of the ecological environment. In this paper, the theoretical basis of the environmental effects of FDI ecological basis to explore the eco-environmental effects of foreign direct investment as the core, the first from the investment scale structure and technical level describes the mechanism of action of the impact of FDI on the ecological environment, and then from the scale of investment realistic point of view on the impact of FDI on the ecological environment of investment in the region, the investment structure, investment sources, and then from the national level, the empirical analysis of FDI on China's ecological environment, mainly Granger causality test between FDI and environmental pollution and trends relationship test. The analysis shows that FDI Granger cause of industrial solid waste generation, emissions of industrial waste water and part of industrial waste gas emissions (SO2) pollution refuge presents a \the hypothesis, and finally on the basis of the above analysis, to resolve cross-border environmental pollution problem, go the road of sustainable development for local economic development, and to achieve sustainable development from weak to strong sustainable development to the fully sustainable development by leaps and bounds, and the building of FDI and ecological environment coordinated development of mechanisms to provide policy recommendations: strengthen the environmental, cultural and environmental ethics, while strict market access system, improve environmental protection standards, strengthen environmental internal control, accelerate the improvement of the environmental regulatory system, the implementation of good environment to guide policy, the strategic choice to increase investment in environmental protection, at the same time the deepening international economic and political cooperation, and efforts to reach an effective consensus on in transnational environmental regulation and collaboration, form compatible with our stage of economic development and economic development goals sustainable development of economic models and attract investment strategy, so that the FDI evolution clean one of the driving forces to promote China's sound and rapid economic development of clean.
