Abstract


In order to strengthen the government procurement information construction, deepening the reform of government procurement , government procurement to achieve scientific and meticulous management means. Design and development of the Shaanxi provincial government procurement system to achieve open tender bidding, competitive negotiation , single-source procurement , inquiry, and the State government procurement supervisory and administrative department and other government procurement procurement activities . Gradually build the whole process , covering the full range of provincial and county levels of e-government procurement regulatory enforcement large platform. Understanding of national and local governments on government procurement -related laws and regulations , a comprehensive and systematic analysis of government procurement entire workflow . Based on this proposed Internet-based system solutions , design the entire system network construction planning, further proposed system hardware deployment structure, gives the system software design, to achieve a critical part of the system software . In this paper, an object-oriented system development methodology , using use case diagrams into business processes , the use of the specific activity diagrams describe the business processes ; database using the Oracle database management system that uses Java technology to achieve system development ; using backup / recovery more efficient, mature technology VTL (Virtual tape Library ) local data protection for data , consisting DD ( disk-to- disk ) backup architecture.
