Abstract


In recent years, low-carbon economy has increasingly become the focus of attention around the world competing issues. Economies of scale in the global population and growing at the same time, a variety of environmental and resource issues also continue to highlight, industrial development has led to excessive release of carbon dioxide gas is one of the problems, which caused global warming is human survival and the development of a serious challenge. In this context, countries develop low-carbon economy has become a necessity. For my country, to promote the development of low-carbon economy is not only the inherent requirements of sustainable development, but also to achieve economic restructuring and industrial upgrading an important way. In this paper, economics and other disciplines from the perspective of combining study of low-carbon economy and finances associated with endogenous and other content. Low-carbon economy as an economic and social sustainable development of the emerging model, without government policy support, especially financial functions which play with this transformation is closely linked. A low-carbon economy is conducive to ecological fiscal control strategy is necessary, however, because of information asymmetry, incentive incompatibility and the existence of collusive rent-seeking and other factors, the development of low-carbon economy, financial innovation must be a gradual process, different market players in favor of the financial regulation of low-carbon development process will make the appropriate policy adjustments. In this first chapter first describes the concept of low-carbon economy, introduced the history of the development of low-carbon economic situation at home and abroad. Then from a theoretical and practical point of view, respectively, the significance and importance of topics: On the theoretical level, structural optimization factor for economic growth and efficiency gains with endogenous effect. Fiscal policy and low carbon economy there are also intrinsically linked. The fourth chapter analyzes the low-carbon modes reasons for lack of financial efficiency, and put forward corresponding countermeasures. First, the lack of efficiency of the root causes of the central government and local governments in the development of low-carbon economy, there are certain aspects of contradictions and conflicts of interest; Secondly, in our current tax system, the green tax system is not perfect; Again, the energy structure imbalance, lack of technological innovation hindered the development of low-carbon economy; Finally, the laws, regulations and the absence of regulatory regimes, but also caused some loss of efficiency. As for solving problems and related countermeasures, it is necessary to clear the local government functions, unity \, fourth is to strengthen the legal and policy support, and increase government supervision.
