Objective To analyze the Wuhan 2000-2009, the total amount of human resources and internal structure of the maternal and child health institutions, maternal and child health institutions in Wuhan City Human Resource Allocation, clear allocation of human resources gap, Wuhan Maternal and Child Health agencies. 1995-2009 total health personnel, according to the Wuhan City Maternal and Child Health agencies predict the number of major human resources for health, maternal and child health institutions in 2020, Wuhan, explore effective measures to improve maternal and child health staffing development of maternal and child health manpower development, relevant departments of Wuhan planning, optimization of maternal and child health human resource allocation to provide a scientific basis. Method 1. Documentary research access to domestic and international human resource configuration status quo on maternal and child health, health human resource demand forecasts influencing factors, health human resource demand forecasting methods, Wuhan urbanization literature. Statistical method using Excel database data entry and checking SPSS13.0 on data analysis using descriptive statistics and qualitative description of Wuhan maternal and child health human resources since 2000, 10 years since the dynamic changes for statistical analysis. Model analysis combined SPSS13.0 and SAS8.2, method of GM (1,1) gray model autoregressive moving average mixed-model method (ARIMA), the the binary polynomial regression model and the weighted average combined forecasting model on Wuhan 2020 Maternal and Child Health Human Resources forecast. Results Wuhan MCH total number of agency personnel increased, but the total number is still a serious shortage. Maternal and child health institutions in Wuhan in 2000 the total number of health personnel 596 people, accounting for 61.95% should be equipped, including health workers 518, accounting for 86.91%, non-medical personnel 78 people, accounting for 13.09%; 2009, the Wuhan Women and Children care institutions there is a staff of 848, accounting for 39.02% should be equipped, including 741 health workers, accounting for 87.38%, non-professional and technical personnel 107 people, accounting for 12.62%. Academic levels continue to improve, but overall remains low. Master's degree in 2000, accounting for 0.19%, undergraduate education, accounting for 18.15%, post-secondary education, accounting for 28.19%, secondary and below education, accounting for 53.47%, bachelor degree or above accounted for 18.34 percent of a total of only; 2009, master's degrees accounted for 4.59% of the undergraduate education, accounting for 38.87%, college education, accounting for 35.90%, secondary and below education, accounting for 20.64%, undergraduate and above accounted for 43.46%, less than half. The title structure, the title of senior officers is rising continuously improve the quality of the business of health technicians, but still unreasonable. 2000 high in early proportion 1:6.6:9.5; 2009, high, medium, and the beginning of a ratio of 1:3.8:4.7, moderately developed country health technicians and advocated by the World Health Organization, in early 1:1.2:3 proportion of the gap is still relatively large, maternal and child health technicians title structure is still unreasonable. 4. Maternal and child health institutions health personnel is a time-series data, using four prediction model MCH institutions in Wuhan in 2020 health personnel forecast total: the ARIMA forecast results for 3702, the gray forecasting results for the 5345, two $ polynomial regression forecast results for 5250, the average weighted combination forecasting model results for 4871. Conclusion 1. Preparation of national maternal and child health agency personnel still, promulgated in 1986, all levels of maternal and child health institutions to develop standardized implementation, to some extent, maternal and child health institutions and residents may not be able to meet the demand for maternal and child health services. Wuhan maternal and child health agency personnel total increase, but still can not meet the demand of the residents of the maternal and child health services, personnel total configuration is obviously insufficient. 3. Wuhan agency human resources for health in maternal and child health is low, the overall quality of education levels and the title structure still unreasonable. 4 on the choice of the forecasting model, this study uses four methods to predict the total amount of health personnel, Wuhan MCH institutions, which, the binary polynomial regression model, and the weighted average portfolio model prediction accuracy.
