Abstract


For the purposes of incremental residential electricity price ladder is an important measure of electricity reform , will make up the price ladder past a single tariff is not conducive to social equity , is not conducive to energy conservation and electricity is not conducive to breaking the bottleneck of the state. Ladder will increase the average residential electricity tariff levels, reduce the level of subsidies to its industry and commerce ; implementation of price ladder while high-income people will raise the average price of electricity consumption , to promote its rational use of electricity , thus highlighting their energy efficiency ; final , the implementation of price ladder the benefits to a certain extent, ease the power companies due to new energy power generation Internet , power grids and other aspects of financial pressures. This article combines affordability residents , residential electricity demand , power companies costs, seasonal variations in residential electricity , energy scarcity, resource use fairness and timeliness of tariff adjustments and other aspects of the elements of the implementation plan proposed optimization model ladder . First, determine the area RSR most suitable number of sub-grade ladder ; Then, power on the residents of the response file for analysis and cycle through the computer algorithm to find the lowest level of dissatisfaction resident sub-file power setting method , and propose the aging correction model ; Finally, balancing the interests of the residents and the power company to establish energy -oriented sub- tranche of tariff optimization model .
