Abstract


Power engineering construction plays an important role in the development of the national economy , with the gradual implementation of the country's western development strategy , the state has also stepped up efforts to western investment in the construction of the high-voltage grid architecture . Western construction of the transmission line project , to alleviate the situation of power shortage in China's western region to speed up the western development strategy , and to improve the standard of living of the people of the western region is of great significance . However , the construction of transmission lines in the west , facing plateau permafrost and harsh construction environment , the construction of the transmission line project in the permafrost environment with high technical requirements of construction , the harsh construction environment , the goal of the project require high construction project management much more difficult . In order to protect the transmission line project to meet the expectations of the overall objective to achieve the quality of the project , the harmonization of progress , environmental protection and safety , cost objectives , the paper will be based on goal -oriented project management methodology is applied to the transmission line project in plateau permafrost , combined with the Qinghai-Tibet ± 400kV DC transmission line project instance empirical research . On the basis of analysis of the content and features of the permafrost construction engineering tasks in accordance with the goal of multi-level decomposition , summed up the process of management by objectives . Development of construction management at all levels of the target decomposition target plan to identify each target critical control points , identify the goal of the project completion risk , develop target control measures . Then, set up by the participating parties target control organizational structure , top to bottom, the implementation of the objectives of the responsibility to ensure that the target is from the bottom to the successful completion . Last regularly target completion of the performance evaluation and summarize , and to promote the continuous improvement of the management of the follow-up target . This selection of China 's Qinghai-Tibet ± 400kV DC transmission line construction project management method as a case study and conduct research on a number of technical experts and managers , raises the issue of technology to the global target management issues , and discussed in detail . Identified control point for each goal , develop a realistic target security system and demonstrate the effectiveness of the method based on goal -oriented project management , construction practices , for grid construction management of plateau permafrost environment provides important reference.
