Abstract


Restructuring of the electricity market in the current environment, the grid company self-financing , so the grid companies very cautious when investing ; project evaluation carried out by transmission grid company is an important part of management , but also the decision-making level of test items , construction and management level of an important basis . Meanwhile, multi-objective transmission projects and their external characteristics, and transmission projects in the environment makes market diversification , transmission project evaluation becomes more complicated. Grid irreplaceable physical function, social function and the functioning of markets , the transmission grid by a large number of items. Therefore, after the transmission project evaluation studies , not only for the power grid companies , power grid construction is of great significance , even to the region or even the country's economic development and security and stability. This paper systematically summarizes the transmission project evaluation principles, with the main difference between the pre-project evaluation as well as researchers in the project evaluation used in the transmission of the content and main method. Then the external benefits of transmission projects were identified and measured , including the adjacent area users , the external environmental impacts, energy-saving environmental benefits three areas. On this basis , including the establishment of an innovative way investment decision evaluation, preparation for the implementation evaluation, construction and implementation of evaluation, operational effectiveness evaluation, economic evaluation , external evaluation of benefit evaluation and sustainability part of the contents of eight transmission project evaluation systems . Finally, we use fuzzy AHP and intuitive radar chart method, the province in 2007 the two 220KV transmission projects for new empirical research . This thesis is established taking into account the external benefits of transmission project evaluation model good combination of the current electricity companies and the focus of attention , to be able to evaluate the actual transmission project to provide reference .
