Abstract


With the rapid development of our country’s economy, as the most difficult part , have been paid more and more attention. The government advanced many measure such as enhancing the level of assistance, establishing the accessorial policy about social aid system, encouraging the people to offer their care, which made the crowd felt the care and dispassion. But another crowd didn’t touch this continuously sunshine, who have loused around the rural minimum social welfare crowd. Rural minimum social welfare fringe crowd is the crowd with the nature of year average income is higher than the minimum social welfare level, but loused around the level of the minimum social welfare。This crowd’s living space is also abominable, and their income is lower, the ability of self-development and resist all kinds of venture. When I tease the mutual research, I find that the study of rural minimum socialwelfare fringe crowd was very poor. The scanty paper mostly paid attention on urban minimum social welfare fringe crowd’s conglobation and answering measure, which rarely involved rural minimum social welfare fringe crowd. The study of rural social aid mainly cared the design and consummate, didn’t care the object of social aid.Why the problem that the aid about didn’t have been observed by concerned department? This is related to the rural problem’s complexity, study about rural minimum social welfare fringe crowd having been not mature and embedded, the concealing of rural minimum social welfare fringe crowd’s social aid, the level of regional economy’s development, the ability’s skeleton society. And the other factors’conjunct affection made the work of this problem become been lagged after a long time.Why we should care the life of rural minimum social welfare fringe crowd? This is the intrinsic desire of harmonious society, rural area and urban area, and also the basic demand of socialism’s new villages’construction. This crowd have obvious feeling of relative disfranchise, and have stronger malcontent feeling, so that doing the work of rural minimum social welfare fringe crowd social aid is the foundation and safeguard of keeping society stabilization and well-liking development; this crowd is a group of people who has the deepest experience about socialism and collectivism’s law and morality, and have the deepest trust. As they have the demand that the government and regime should giving them help, so they have great expectation to the people’s government. The work of rural minimum social welfare fringe crowd social aid is a important way to enhance the validity of regime. In the view of the probability of implement the rural minimum social welfare fringe crowd social aid, we know that the conditions have possessed: central and regional finance can pay the money, social aid system having been perfect and diversiform, the development of nongovernmental social aid power making the government’s social aid and nongovernmental social aid combine and accelerate or reinforce one another; the strong developmental desire of this crowd needing the help of external patency , so that they can throw off the hard situation.After we definitude the praxis of rural minimum social welfare fringe crowd social aid, we should care two aspect problem: one is that, we should care the definition of rural minimum social welfare fringe crowd, and the system should be stretch and enough telescopic space. The other is that we should follow five principles, such as developmental social aid, the government’s social aid and nongovernmental social aid combining, social aid systematization, kinds of system cooperating and harmonizing, universal aid and special aid combining.The value and meaning of this study is putting forward and analyzing this problem , and making people care the problem of rural minimum social welfare fringe crowd social aid. In this study, via the dissertation about rural minimum social welfare fringe crowd social aid’s prerequisite and feasibility, we know the work is possible, and at the same time I have taken forward some questions which we should take in when the policy come on. But the problem how to put the system into effect ,I didn’t give my opinion. Because this study is groping, so this problem will be solved by the later pursuer.
