Risk assessment, as an important stage, is the issue of risk management in the definition phase, whose accuracy and quality will determine the effectiveness of risk management. Too much domestic research on risk assessment of Weapons emphasis the use of mathematical models, lack of the necessary qualitative analysis and case studies, and risk assessment mechanisms are few. Therefore, risk assessment method is not enough. We have to also establish operational risk assessment and control mechanisms. Specifically, the evaluation mechanism, based on accurate information, means establishing and improving a scientific, strict, standardized, feasible evaluation criteria, evaluation procedures and requirements and other regulations, which can provide qualitative and quantitative risk assessment,and combine risk assessment with risk control, supporting the weapons exploitation for the military.Risk assessment mechanism of weapons exploitation and method of hall for workshop of metasynthetic engineering (HWME) are studied. Firstly, with risk assessment and management theory and methods and the complexity of weapons exploitation, this paper explains the concept, principles and procedures of risk assessment, introduces commonly used risk analysis and evaluation methods for weapons exploitation, and classify risks according to different standards, obtaining weapon risk assessment index system structure.As weapon risks are non-structural and difficult to quantify, with HWME, which is applied to solve Open Complex Giant System problems, this paper proposes HWME risk assessment mechanism, and establishes HWME conceptual model of risk assessment, whose operating mechanism are briefly discussed. On this basis, combining the Technology Road mapping (TRM) of weapons exploitation, this paper give technology risk assessment process model framework, to achieve an effective assessment of technical risk.Finally, the paper research and design HWME prototype system for missile risk assessment, describe the related functions of staff roles of HWME, briefly discuss the risk assessment process, synchronous/asynchronous discussion mode and HWME system environment, and then interpret HWME method in equipment technology risk assessment by an example.
