Abstract

However, the existing NCMS participation because the large number of medical reimbursement procedures complicated, many parts of the country, especially in the western region NCMS agencies designated medical institutions can not effectively audit oversight resulted in unreasonable cost increases designated medical institutions, Meanwhile fund operation opaque so that the new rural cooperative medical management departments can not exercise effective supervision, the farmers of the new rural cooperative satisfaction and higher rate of return is not the existence of a range of issues, can be seen at this stage NCMS management can not fully meet the majority of farmers Medicare needs, while also restricting the NCMS sustainable development. Analysis of the reasons, in addition to the shortcomings inherent in institutional design, the new rural cooperative management mechanism is not perfect, the extensive management is the main reason behind. Therefore, we have before us an urgent need to address the problem is how to take effective measures to improve the new rural cooperative management level to ensure that the system is more stable and run smoothly. In this paper, Shaanxi Province, the new rural cooperative information management for the study, through the use of integrated crossover management, economics, social security, science, information technology, science and other disciplines of theory, combined with the new rural cooperative practice runs, the first detailed analysis of the information for the construction of new rural cooperative medical necessity and Shaanxi Province to achieve the new rural cooperative information technology feasibility, and then repeatedly Shaanxi Province NCMS pilot counties in the field of information technology research, for the current Shaanxi Province, the new rural cooperative medical information management of the status quo of their existing problems were analyzed and studied and, finally, Shaanxi Province, the new rural cooperative medical information systems should be based NCMS management information system for the technical means to build provincial, municipal and county levels, network information platform based on the information that the Government should strengthen the building leadership and commitment, good planning, and good talent team construction and other supporting measures such as recommendations to further improve the Shaanxi Province NCMS information system, so as to achieve management and standardization requirements enhance the management level, to improve the new rural cooperative management quality and efficiency, to promote the smooth operation of the system will be more stable and healthy development of science.
