Abstract


In today's complex and volatile international community , various contradictions and conflicts continue , armed conflict has become almost unavoidable reality . Almost from the earliest rules of war begins , it will be how to protect civilians in war zones as the main content. The law of war is to ask the most important principle of distinction in the war must be trained to go through armed combatants and unarmed civilians to distinguish between the man and the loss of ability to fight civilians must be protected. Especially since World War II , with the continuous development of human civilization , international demands for increasingly strong calls for the protection of civilians , to protect civilians from the scourge of war of international humanitarian law become more perfect , countries have to protect civilian consensus on this issue . Nevertheless, as a political extreme manifestation of wars and armed conflicts often have disastrous consequences , especially with the continuous development of modern warfare , making civilians have become the main victims of the war , the war bear the greatest extent brings suffering. A large number of civilian casualties and the destruction of civilian infrastructure has become a by-product of modern warfare ; also makes a number of practical reasons civilians were hurt in the future is difficult to get a positive and effective and timely humanitarian assistance ; serious violations of the rules of war and even some of the behavior ( such as deliberate harm to civilians ) but also because the lack of existing mechanisms and may be exempt from liability , making it more difficult personal rights of civilians are protected . Therefore , this paper argues , must adopt a national cooperative principle by including the United Nations , various international and national humanitarian organizations and the international community to work together as a country to protect civilians consciously abide by their obligations , in the international community to create a general atmosphere of compliance ; for serious violations of international humanitarian law, criminal behavior, you must sleep to recover individual criminal offenders , the state should also bear some responsibility ; while drawing on the implementation of international human rights protection mechanisms , improve the protection of humanitarian oversight mechanisms , and so on. Must take a more active and effective measures in order to really protect civilians in areas of armed conflict .
