Abstract


Military service system is the basis of national military regime , as the military manpower supply system, the system of military service is directly related to the development of combat effectiveness , thereby affecting the national security and stability . Therefore, the current characteristics of the times the world to build a system of military service and national circumstances as the focus of the \In recent years, the gradual strengthening of the Chinese army professionalization of the armed forces , and the basic form of compulsory military service combined with a mixture of voluntary military service system of military service . But the world system of military service new development trends and new challenges faced by our troops requires us to further deepen the voluntary military reform, improve the military service system , improve the level of military occupation , to build with Chinese characteristics under the new situation of military institutional system. Therefore , this article Chinese army voluntary military reform for the study. Voluntary military service in China , although a long time, but until 1998 , after ~ 2 Conscription revised its position in the military regime before they get a significant improvement. Over the years, our country in order to further improve the system of military service , military service laws and policies in a lot of levels to explore and try , these adjustments for the voluntary military development has provided a guarantee . Especially in recent years , with the \empirical analysis , in-depth analysis of world development trend of military service system , learn a lesson ; analyze China's current system of military service , military service system in China's current interpretation of the drawbacks of past experiences ; from the economic, political, technological and development point of view on the war of volunteerism in China military service, the need for reform of the Chinese voluntary military reform put forward specific measures and long-term goals . This paper is divided into five parts: The first part of the \to compare the characteristics of military service system , analyzes the development trend of modern military service system . The second part of the \problems , and analyze the root cause of a problem . The third part of the \the need for reform . The fourth part of the \From a practical operational level summary of voluntary military reform issues that may arise , and then from the legislative level approach to finding solutions to the problem of the relevant provisions of the Military Service Law to be amended. Finally, the need to establish a voluntary military service major institutional reform put forward their own ideas . The fifth part , \Since I only received three formal legal education , legal theory is limited, for voluntary military reform is not enough depth and thorough research , more empirical summary , theoretical deep enough, in language , text structure , analytical methods, to be improved. But this is my four years of their undergraduate professional study military science , five-year and three-year work experience forces LLM professional learning a summary of my own experience but also carried a summary of theoretical refinement .
