Abstract


As we all know, entrepreneurship is the source of employment, employment is basic thing. Since reform and opening-up, China has gone through the grass-roots entrepreneurship, business elite, the three stages of entrepreneurial returnees, is now entering college students and migrant workers return home as the main public start-up stage. International and domestic experience shows that the orderly conduct of entrepreneurial activities can help an active market, drive innovation, make an inventory of resources, expansion of employment and other effects.Into the new century, with profound changes in economic structure, a profound change in social structure, a profound adjustment of the pattern of interests, ideas, and profound changes, the party’s congress proposed "to start to improve employment," the strategic goal, and the goals entrepreneurial spirit is inseparable from the good system of administrative management system to provide support. Generally, it believed that the administrative system is the business of a government administrative functions of the configuration of business, the division of powers and responsibilities of business administration, business administration management structure and various systems and relationships. The facts show that China’s administrative system is far from perfect start, tied a career of people start looking forward to the new expectations and entrepreneurial wealth and hinder the entrepreneurial economy and build successful entrepreneurial society. Therefore, this article explains the basic entrepreneurial theory of the administrative management system, collate and summarize the administrative system of foreign business practices and the revelation of the administrative system of the status of business and then made a perfect start of the guiding ideology of the administrative management system , the basic principles and specific measures and look forward to better and faster this can improve the administrative system of business to provide a theoretical reference.To sum up, it is an important for economic development of entrepreneurial initiative to speed up the improvement of business administration system, and build a business objective needs of society, but also the implementation of the CPC Central Committee "to start to improve employment," Strategy in the request. We must follow the scientific development concept, in-depth study business administration system is facing new situations and profound analysis of the administrative system start emerging issues, and effectively grasp the start of the new rules of administrative management system, and constantly promote our economy and community to achieve sound and rapid development.
