Abstract


With China's socialist economic continuous deepening of reform and the social structure of the inner layer of differentiation, the development of sports in our country is facing a severe test. County as the basis of the entire economic and social links, and fringe closest unit urban and rural economic and social integration of the key links and support points, county sports unmatched in the course of development of Chinese sports play an important role. The Chinese government has made it clear proposed building a public service system as a basic task of building a service-oriented government in the new era. Sports demand is an important basis for the current build sports public service system. This article is based on the integrated implementation of Longkou Sports Public Service status quo, the use of literature, questionnaire, mathematical statistics, expert interviews, logic analysis and other research methods to investigate, aimed at improving the quality of sports public service so that it can better serve the public. From the the fieldwork situation: Longkou sports public service system in urban and rural aspects of fitness organizations, sports facilities, sports fitness instruction, sports activities, sports physical monitoring, sports performance evaluation and sports policies and regulations. The study found that the Longkou City sports public service system is not perfect, balanced urban and rural development, the demand for sports vary. The results obtained in this study, a comprehensive analysis of these practical problems as follows: 1. Longkou city government leadership plays an important role in promoting the integration of urban and rural sports public service Longkou. Longkou adhere to industrial enterprises to centralize the planning area to proceed with the new industrialization of agricultural land to centralized scale management to proceed with the modernization of agriculture, farmers living the principle of enriching project to proceed to the new community focused, and vigorously promote the sporting public services to rural areas, infrastructure to rural areas and extending social security coverage to the rural, urban civilization to rural radiation, so that farmers get the same survival and development rights and urban residents. 2. Unreasonable distribution of sports facilities in Longkou, the gap between urban and rural areas, and fitness equipment is obsolete, can not meet the sporting needs of the masses. 3. Guidance as sports talent is scarce, the emphasis of the various areas of their training is not enough. A reasonable scientific guidance, people targeted during sports activities, would not achieve the desired effect. For people to participate in sports activities, there is no better layered, very different types of fitness of urban and rural residents. 5 sports supervision departments do not care about the day-to-day sports work for the current situation of the sport do not understand, is no latest sports information timely feedback to the masses, the lag lead the masses to participate in sports activities. 6 do not have a complete set of sports performance evaluation system, sports public service to achieve the demands of the masses, whether sports public service to provide timely and accurate provide the sporting public service staff attitude is good, the provision of sports public service commitment cashed in a timely manner can not judge. In compliance with state policies on the basis of Longkou Education and Sports Bureau based on objective environment and the masses of the local sports needs to develop a series of distinctive local policies and regulations.
