Marsh is the ecological system with various and characteristic functions on the earth. It not only provides a great amount of food, raw materials and water resources for human beings, but also plays an important role in maintaining ecological balance, sustaining the variety of living things and rare resources of species, reserving water, preventing flood and drought, alleviating pollution, adjusting climate, complementing groundwater, and controlling soil erosion. In addition, marsh has been the paradise for various plants and animals, particularly for natatorial birds. It lays the essential foundation for the survival and sustainable development of human beings, too. In Inner Mongolia, there is a great amount of marsh. However, the marsh has been seriously damaged. At present, the marsh in Inner Mongolia has been decreasing strikingly. In particular, swamps and lake marsh has been changing dramatically. Generally speaking, natural marsh has been decreasing while artificial marsh has been increasing. Nevertheless, the increasing artificial marsh cannot compensate the decreased natural marsh and the overall area of marsh has been decreasing gradually. In China, the existing laws are not effective in protecting the marsh from being severely damaged. There are rare regulations concerning the protection of marsh in the existing laws, which include the Forest Law, the Grassland Law, the Fisheries Law, the Land Administration Law, the Law on the Protection of Wild Animals, the Law on Maintaining Topsoil, and the Law of Natural Conservation Areas. Therefore, the thesis intends to make research in the foreign laws and regulations concerning ecological compensation, analyze the deficiencies of the ecological compensation of domestic resources of marsh, learn from the theory of ecological compensation, make the concepts of ecological compensation and marsh, and provide theoretical basis for the construction of the ecological compensation mechanism for marsh resources. It also expounds on the subjects and objects of compensation, the amount of compensation and sources of capital, the mode and criteria for compensation.
