Abstract


Forest biological disasters prevention policy system has improved steadily as the economic and social development, prevention work gradually embarked on the scientific, legal track. Enacted in 1979, amended in 1998, the Forest Law of the People's Republic of China provides the legal basis for the establishment and improvement of forest biological disasters prevention policy system; \made a comprehensive plan and the specific requirements for the prevention and control of forest biological disasters; Emergency Response Law \However, compared with forestry in developed countries, the prevention and control of forest biological disasters still exist many problems. This paper attempts to study of China Forestry biological disaster prevention policy system, summarized the status quo, analyze problems and come up with strategies to inspire and help in the prevention and control of forest biological disasters. Study of China Forestry biological disaster policies on the prevention and control system, the need to find an appropriate theoretical perspective. Public policy systems theory as a guide to system theory, the basic rules of interaction between the various elements of the system by exploring policy evaluation, diagnosis and improve specific social policies. The system consists of three basic elements: policy body that policy makers, policy objects involved to solve social problems and the target audience, the policy environment, including natural, social, economic and political environment of public policy. The relationship between the analysis of public policy elements and has a very important role for the development and improvement of public policy. Further refine the three elements of public policy, focusing on selected policy structure, policy body, the policy tools, value preferences on the four factors, constitutes a lateral logic mainline. In this paper, the theory of public policy system framework to conduct a comprehensive study of of China Forestry biological disaster policies on the prevention and control system. First, from the structure of the policy-making body, the main responsibility angle describes the status of the policy system; followed by exploration of the deep-seated policy system from the point of view of value preferences and policy tools; once again pointed out that the policy system is imperfect structure, development of main inclusive not , inconsistent policy supply and reality needs the flexibility of policy tools less than four issues; final that should be starting right remedy, optimize the policy system. Analyzed perfect the China Forestry biological disaster prevention policy system, should be to enrich the policy tool as a breakthrough, seize the key to improve policies and structure, to capture the changing value preferences this difficulty.
