Abstract


With the global economic integration and trade liberalization , tariff and non-tariff barriers of traditional barriers constantly removed technical barriers to trade both as the main form in the continuous development of new non-tariff barriers . Technical barriers to trade means a country or a national or regional organization to safeguard regional security and protect people's health and safety protection of flora and fauna , protecting the ecological environment, prevent fraud and ensure the quality of goods , etc. for the purpose of consciously using complex demanding technical regulations , standards and conformity assessment procedures and other measures on products and services from abroad of new non-tariff measures to restrict . TBT on an enormous impact on the country 's foreign trade , many countries have experienced the most complex and subtle, the most formidable barriers manner . In recent years, China's foreign trade has also been faced with insurmountable barriers , many export enterprises difficult. Therefore, technical barriers to trade , in-depth study of its content and features , to understand the latest trends , conscientiously study and grasp the WTO \our legal system technical trade measures , technical barriers to trade actively respond with profound practical and theoretical significance . In this paper, Discrimination and technical trade measures the difference between the meaning of TBT start to discuss how to define technical barriers , technical barriers to trade and development trend of the manifestation of what other issues. In a preliminary study on the technical barriers to trade , based on the combination of recent WTO disputes and cases concerning the admissibility of the \Analysis of the \TBT in view of our situation, this article introduces suffered since China's WTO TBT several typical cases , summarized analysis of China become the victim of TBT reasons , and from the full use of \, the establishment of early warning mechanisms technical trade measures , trade associations play a role in other aspects of our proposed policy response to technical barriers to trade , and proposed technical trade measures to improve our legal system 's recommendations.
