Abstract


Civil oversight mechanisms is an important part of the civil service system, but also a national civil service is one important manifestation of the merits or not. A complete, standardized mechanism for the civil service system of supervision is to ensure the civil service is clean, efficient and a necessary condition for stability. Construction of civil oversight mechanisms, both historical heritage, political and cultural influence and promote the issue of political philosophy, but also the rule of law, harmonious relations between political parties and reasonable social arrangements of the important part. Therefore, governments have attached great importance to the contemporary civil oversight mechanisms.Singapore, the country has a clean and efficient civil service, by the world’s praise. In large part, thanks to the establishment of a set of features and is quite renowned for the effectiveness of civil oversight mechanisms. Singapore’s political party system is one of "one-party dominance, " long-ruling People’s Action Party Mode and the Chinese Communist Party’s "leading the people to hold the power and long-term administration " has some similarities. Therefore, this paper hopes to draw on the administrative system of research methods, and comparison with the literature on the civil service in Singapore and China A Comparative Study of oversight mechanisms, so as to improve the supervision mechanism of the Civil Service to provide constructive measures.This paper compares the civil service, the historical background and history of the development stage of between China and Singapore to grasp the essence of civil oversight mechanisms; detailed comparison by the supervisors to find the new monitoring mechanism between the merits of the civil service Department, learn from Singapore’s advanced and effective means of supervision, in order to further improve the supervision mechanism of civil servants put forward scientific and reasonable proposal. This article is divided into four parts. The first part presents the purpose and significance of this study, research status and research methods; the second part, the scope of the new civil service and institutional development of the historical background and an overview of the historical stage; third part of the new civil oversight mechanisms between the two countries were compared decomposition, respectively, from the authority supervision, judicial supervision, supervision of party organs, administrative organs of civil society monitoring and supervision, etc., discussed in detail the similarities and differences between the new civil oversight mechanisms and a systematic of summary; fourth part is the lessons of Singapore’s civil service effective means of monitoring mechanisms and advanced experience, combined with China’s actual conditions, targeted response options are presented for selection.In short, the civil service supervision mechanism is a complex and cumbersome and involve a wider systems engineering, study abroad experience is only effective in one of many ways, but also other supporting institutional reforms, the only way to optimize the civil service, Improve the government image and efficiency, to ensure that state and society healthy and orderly development.
