Abstract


Establish a sound administrative accountability system , improve government management , building an effective system of government under the rule of law , building a harmonious society . This paper describes the Shanxi Province this year with a major coal mine flooding accident analysis led to the cause of the accident , which leads to the administrative accountability system an important topic to be discussed . First of all start from the definition of the administrative accountability system , a brief summary of the administrative accountability system , elements . In reference to the Western countries on the basis of the administrative accountability system , proposed legislation to improve the administrative accountability system , the establishment of administrative accountability to promote administrative accountability system of government under the rule of law and responsible government , safeguard social fairness and justice , to reduce the administrative fault , improve the purpose of administrative efficiency . Legislative principles to strengthen the culture of the administrative accountability system , standardize the specific system of administrative accountability system . Finally, the creative the proposed administrative accountability and administrative proceedings convergence system , in order to achieve the administrative accountability system to promote the construction of a government under the rule of law and responsible government , safeguard social fairness and justice , to reduce the administrative fault , improve administrative efficiency purposes
