Abstract

Social Security is a state and society through legislation on the national income distribution and redistribution of the members of society, especially those living with special difficulties in people's basic living guarantees the right to social security system, by its very nature is thus contributing to social stability and safeguard social fairness development. Social Security is the most important cause for a government is concerned, but also the most important political. Social Security is not only academic research focus, or the focus of the majority of people are generally concerned about, is the focus of the work of the government. Party Congress report \Show that the state establish a sound urban and rural social security system as an important content of the implementation of the scientific concept of development and building a harmonious society. Social Security is a social system and its development is constrained by a country or region's political, economic and other factors. The existing social security system is based on the Labor Insurance Regulations \Shanghai, as a leader of the reform and opening up in China, after the reform and opening up, economic sustained and rapid development, city gradually increased competitiveness, the cause of social and cultural progress, the standard of living has improved steadily, and China's economic, financial, trade and shipping center. At the same time, social security has also undergone a huge change, to 2004, the Shanghai social security framework and operational mechanism basically established. But no doubt, Shanghai's social security system is still not adapt to the requirements of the development of the market economy, the social security fund to suffer losses in, especially the dual urban-rural separation caused by the social security system there is a huge difference between urban and rural, which Social Security not only contrary to the principle of fairness, is not conducive to social stability, is not conducive to building a harmonious society. Therefore, the current social security system reform and innovation, co-ordinating urban and rural social security system gradually becomes more and more important. In the follow the central emphasized urban and rural development and the establishment of a social security system covering both urban and rural residents in the guiding ideology, this Shanghai empirical, its characteristics and differences of urban and rural social security system, a combination of qualitative and quantitative system analysis of the problem behind the underlying reasons put forward ideas and countermeasures for the coordinated development of urban and rural social security. The study is divided into five chapters: the first chapter introduces the research background, significance, research methods and basic ideas and papers on technical route; Chapter II summarizes the theoretical basis and Research in urban and rural social security. The definition and scope of the study starting from the basic concepts, focuses on the basic theory and research status of Social Security; Chapter III focuses on the status and characteristics of the Shanghai social security overall. First, the development of social security background, and thus on the basis of analysis of the Social Security system for the implementation of the basic situation of Shanghai social security system and the status quo with an important feature; chapter is to analyze the difference between urban and rural areas of Shanghai social security. The main conclusions of this paper: a relatively sound social security system in urban areas in Shanghai to meet the basic needs of urban residents, and the development of social security in rural areas has been relatively slow in the scope of protection level, level, legal system building significant gap between the urban social security, farmers also bear a heavier burden and pressure.
