So long as nation exists, there would be ethnic problems. Ethnic problems concern the state sovereignty, social stability, territorial integrity, consolidated borderland, economic growth and ethnic unity. It is chronic, complicated, universal and subtle. Ethnic policy is an operative norm that political subjects establish on the basis of idea of managing state, and is distinctly political, national, social and targeting. Since founding, the Chinese Communist Party has been paying attention to ethnic problems and combines the Marxist ethnic theory and China’s ethnic problems. Now we have built up the complete and systematic national policies, including the principles, such as national equality and unity, national region autonomy and co-prosperity of all nationalities in China and so on. Since the reform and opening up, the Chinese Communist Party has insisted on some effective policies, and timely adjust measures according to the requirement of social development and the change of international and domestic situations. We have developed and perfected national equality policy, ethnic solidarity policy, ethnic regional autonomy policy, national cadres policy, national economic and trade policy, national culture education policy to maintain the unity among the various nationalities. To develop the economy of the national regions, we have selected and trained a large of minority cadres and promote the ethnic culture and improve the education. Practice has proved our ethnic policy is correct. But we need be aware that the ethnic problems are full of complexity and the ethnic work is full of hardship, and that we will meet some challenges in the national policy. When we encounter the predicaments, we should insist on Marxist ethnic view, and keep pace with the times. It is very important in making policies to respect the national will and accord with the objective reality. So, we believe the ethnic policy we make can correctly guide our national work. We are bound to consolidate continuously the equal, united, interdependent and harmonious socialist national relations.
