Abstract


In the field of public administration theory and practice, you will apply the concept of entrepreneurship to the public sector and non-governmental organizations. This appeared to engage in innovative public utility "public entrepreneurs ", "political entrepreneurs ", they constantly new ways to use its resources to improve efficiency and effectiveness. In the process of institutional change, they play the role of political entrepreneurs. In this paper, using inductive and deductive methods, by constructing a dynamic theoretical framework to study the different periods of the behavioral characteristics of the political entrepreneurs, political entrepreneurs improve the process in the main role of state governance.The full text is divided into four parts:A literature review, practice of political entrepreneurs, political entrepreneurs in the framework of behavior analysis, case analysis, conclusions with the empirical research and policy advice.In the literature review section, this paper reviews, and reviews the behavior of domestic and foreign scholars on the latest political entrepreneurs Research.
