Abstract


As the outcomes of social and economic development, philanthropy can counteract the insufficiencies of the social security system, and use non-government recourses to relief the government’s social welfare burden, so most governments make efforts in promoting and supporting the development of the philanthropy. In China, there are many social difficulties in the economic and social transition. The development of philanthropy is an effective way to reduce the gap between rich and poor, and plays an important role for the maintenance of social equity, protection of human rights, promote social progress and harmony.Until now, the philanthropy is still in primary period in China. Many problems have appeared in the process. Among these problems, in the viewpoint of writer, the most important one is the government’s responsibility. It cannot be denied that, as the macro-social environment, domestic and international situations, especially the specific origin of philanthropy in China, naturally decided that there exists natural and close relationship between the government and philanthropy. In the field of management of philanthropy, the Chinese government has made remarkable achievements, philanthropy begins from scratch, has been expanding day by day. But by far, the Chinese government’s management system for the philanthropy is far from perfect, and incompatible with the development of the real philanthropy. Only confirming the government’s responsibility can people effectively solve a series problems of the philanthropy and impel it to develop in the faster and better way.This paper is organized as follows. It begins with explain of definition of philanthropy, and a brief introduction of the history of philanthropy’s development in China. Then based on analyzing the status and problems in present development of Chinese philanthropy, it points out that the Chinese government’s management system for the philanthropy is incompatible with the development of the real philanthropy, and it is urgent for government to transit role in the cause. Finally, based on using the experience of Anglo Saxon model for reference, the paper puts forward suggestions about how to improve the philanthropy in China, such as building up the social atmosphere of benevolent contribution, speeding up the construction of relevant law and regulation, supporting the charitable organizations, strengthening the supervision and so on.
