Talent resource is the first resource that current economy society develops, is comparatively well-off society and harmonious society construction in strategic resources, is China’s peaceful rise of key resources. At present, in the construction of an innovative country under the background of the strategy, science and technology talent, especially as a scientific reserve army of young scientific and technological personnel training and the use of the party and government attach great importance to. As the state has promulgated a series of training young scientific and technological talents of special programs, such as the Ministry of human resources and social security" millions of Talents Project", National Natural Science Fund Committee of National Science Fund for distinguished young.". Some local governments have also introduced the characteristic of young scientific and technological talents cultivation plan, such as the Shaanxi province to establish a "Youth Science and technology star" training fund.To do a good job of young scientific and technological talents cultivation this work, only to establish a scientific and effective young scientific talent evaluation system and mechanism, to efficiently choose talent, objective evaluation of talent, to promote the development of science and technology personnel, so as to promote the construction of the national economy and the progress of science and technology.In this paper, guided by scientific view of talents of the basic idea of young scientific and technological talents, in the relevant concept definition and characteristic analysis foundation, through the literature search and interviews and other research methods to establish the initial young talent in science and technology evaluation and selection index system, and then through the Delphi method for screening and modified so as to establish the index system, by using the analytic hierarchy process to calculation of index weight, finally using fuzzy mathematics comprehensive evaluation method, constructing a scientific, reasonable, objective, fair young scientific talent evaluation model, Shaanxi Province Youth Science and technology talent selection puts forward scientific evaluation methods and policy suggestions.
