Abstract


To use the methods of literature review, investigation study, case study and system analysis, this paper made a comprehensive review on the general situation of domestic and foreign government decision-making consultation, summarized and analyzed the current situation of government health decision-making consultation serviced by medical intelligence institutions in our country, constructed a medical intelligence service system oriented to government health decision-making consultation. Meanwhile, analyzed three practical cases of government health decision-making consultation serviced by Shandong institute of medical and health information, Accordingly put forward suggestions and countermeasures to optimize medical intelligence service on government health decision-making consultation, provided a reference for medical intelligence institutions to carry out government health decision-making consultation service.This paper included six parts. The main sections are as follows:The first Chapter for instruction briefly stated the background and significance of this paper, also explained the purpose, contents and methods of this paper, defined and combed the related concepts and their relationships.ChapterⅡ, this part made a comprehensive review on the general situation of domestic and foreign government decision-making consultation, briefly summarized the profile of the United States, Japan and our country about government decision-making consultation, and comparative analyzed the experience and characteristic in developed country and defects and deficiencies in our country of government decision-making consultation.ChapterⅢ, summarized and analyzed the current situation of government health decision-making consultation serviced by medical intelligence institutions in our country. Summarized the institution situation serviced government health decision-making consultation, also the inevitability and feasibility of medical intelligence institutions serviced government health decision consultation. Through used the investigation study method to analyze the development present situation of medical intelligence institutions in government health decision-making consultation, such as organizational setting, resources supporting, talent team, scientific research development, service content and mode, etc.ChapterⅣ, constructed a medical intelligence service system oriented to government health decision-making consultation, mainly included organization system, support system and output system. Organization system included mission objective, service concept, organization system, organization setting, and organization coordination. Support system included policy supporting, theoretical supporting, and resources construction, methods, and technology and talent team. Output system included service mode and communication way.ChapterⅤ, analyzed and summarized three practical cases of government health decision-making consultation serviced by Shandong institute of medical and health information, mainly summarized the advantages and shortcomings.ChapterⅥ, put forward suggestions and countermeasures to optimize medical intelligence service on government health decision-making consultation. Mainly including: (1) establish perfect mission objective system, strengthen the organization objectives planning; (2) change the traditional service idea, set up the correct service concept; (3) improve organization system, optimize service strategy, establish and perfect service mechanism; (4) optimize organization setting and organization form, rational configuration resources; (5) optimization departments and team cooperation, create efficient organization and coordination mechanism; (6) strive for policy support and leadership attention, create the good development environment; (7) establish and perfect the theory support system for health decision-making consultation service; (8) construct the information resource sharing system, create the characteristic database and service platform; (9) Learn from foreign methods and technologies, improve research means in health decision-making consultation; (10) strengthen talents team construction, and speed up the subject backbone personnel and talents training; (11) expand service channel, rich service level, realize service means diversity; (12) expand the channels of communication, strengthen exchange feedback and enhance information interactions.
