Abstract


With the rapid development of China’s higher education and increasing number of the university enrollment, the issue of employment of college graduates has become a severe social problem in China. College graduates’ employment concerns both an individual and the stability of the country. Chinese government has carried out a series of policies to improve the situation and facilitate the graduates’ employment. These solutions relieve the acute employment problem to a certain degree, but they haven’t solved the problem essentially.The government plays a role as a social goods supplier, social justice maintainer, and a market failure intervener. What responsibilities should a government take under the circumstance of the graduates employment involved in the problems of cycle, structure, development and social system?This thesis analyzes the employment situation of China college graduates, concludes that the underlying reasons which causes present issue in the aspect of the malfunction of the job market, the supplier exceeding demand, the inadaptability between the higher education and job market and the dissymmetry between graduates and the job market information.Furthermore, it analyzes that the faultiness of the employment policy, the imperfection of the social insecurity system and insufficiency of the policy executive ability are the reasons to cause quite a few problems. This essay compares a series of policies and measures dealing this problem that foreign governments adopted and use it as a reference to point out that the Chinese government should reinforce the positive role of macro-control, create and optimize the employment environment, and deepen the reform of China higher educational system(such as adjusting the structure of subjects, reforming teaching approach, change college graduates notions of employment, exploring new college cultivating model), further improve the labor market, give full play to the human resource management, build a stronger college graduates business mechanism, improve the business environment actively and explore better government control mechanism to ensure and accelerate that college graduates could obtain employment fully and achieve the stability of the harmonious society.
