Abstract


College graduates are human resources and the new forces of building socialism in our country. Currently, China’s socialist modernization drive is in a critical period, and urgently in need of the high qualified labors. However, overall, situations for the employment of the whole society are severe, and the new job vacancies are limited in town, the number of the new graduates are increasing. On the contrary, jobs for selection are limited or graduates who are required to work in the shortage jobs are rare. This leads to the unbalanced development between the increasing graduates and the talents who are in great demand in the society. Pressure on the employment of college graduates have become increasingly prominentChinese government policy on higher education graduates, is an indispensable part of the Party and State’s employment policy. It has a great impact on creating the employment conditions, expanding the employment opportunities and protecting the legitimate rights of the students and employers. Issues of the employment of the college graduates concern China’s reform, development and stability as well as the future development of China’s core competitiveness. The country’s human resources policies and their allocation of resources in the labor process and the responsibility of the role, influence and restrict the employment of university students. Therefore, co-ordination of government policies to solve the problem of employment of college graduates and the relationship between the university students to solve the employment problem is one of the keys.The difficulties of the college graduates employment, originates from the imbalance of our nation’s economic and political development. In order to adapt the college graduates employment to the socialism economic market system, ensure the most graduates of finding a right position themselves to show up their talents, thus to progress the reasonable allocations of the human resources, and to render meritorious service where they’re in need. According to the new situation in China, the government has developed a package of employment policy. However, with the employment situation and changes of China’s specific national conditions, on one hand, these policies are not comprehensive enough, on the other hand, it couldn’t catch up with times, and this can not truly reflect the new situation of the new changes. In fact, employment of college graduates is subject to certain social, economic, political regime, the Government played the role in which is the basis and premise of, and even authoritative. Therefore, based on the new situation, in-depth analysis of the conduct of the government policy, multi-angle on all aspects of the employment of college graduates in China has an important impact on the academic and practical significanceThe issue of the Policy on the employment of college graduates, will help us theoretically analyze the inner relationship between the market economic system during the period of transformation, government’s policies, development situation of higher education and the college graduates employment; will help us look through the social originates of the phenomenon and its social impact; The development of our employment policy and human resources training policy has an important theoretical reference value. To clear this issue will help us develop a more perfect policy on education, the policy on human resource cultivating policy, employment policy, so as to ease and solve the difficult problems of the college graduates employment.In this paper, the employment of college graduates in China’s policy as the breakthrough point, a more detailed study of graduate employment related laws and regulations and procedures. At the same time, seriously consider the employment of college graduates working in a management system and broaden the channels of employment policy. And carry out the analysis of the policy and its implementation; also, generalize the general guidelines, graduates of specific employment-related policies and the western region, special employment policies in ethnic minority areas. On this basis, deeply analyze the numbers of problems on the employment of the college graduates, such as narrow employment channels, low level of employment services, the household registration policy is not flexible, employment and guidance of the society is complete etc. And analyze the reasons why the problems come out. Finally, In response to these issues and associated specific conditions of China’s economic, political, educational and other aspects of the effective promotion of employment, solve the employment problem of the policy recommendations. Emphasis on improving the employment of college graduates in the policy should strive to optimize the allocation of resources, and standardize the relevant laws and regulations, and improve the protection of the employment service system, improve the employment and social guidance mechanisms and actively promote the college and post-service education reform policy.Whereas, this paper carries out the research around the problem of the college graduate policies, but couldn’t quickly and efficiently solve the problem and it needs comprehensive efforts of all sectors of the community. In this paper, based on reality, trying to employment relations environment through the key factors - the Government’s policy to conduct the analysis and put forward constructive comments related to the promotion of employment to improve the environment, so as to solve the problem of employment of college graduates to open a way out.
