Abstract


Administrative behavior reasons system is an important system of administrative procedural law, establish and perfect it will be helpful to protect the administrative relative person's right to know, and is helpful to improve the efficiency of administrative behavior. Although our country's administrative procedure law has not yet come, but the system has single laws, regulations, rules, in this progress is worth for sure. For a long time, because of the lack of perfect legislation and theoretical research, make the system in the implementation and execution appears. Scholars in China have a lot of people begin to study the system, put forward its own views and ideas, but few scholars refer to with draw lessons from foreign advanced, perfect administrative action system of reasons, concrete analysis of our country to discuss the state of the union, I was to see the disadvantages of these aspects, in the thorough analysis our country scholar's point of view, fully draw lessons from foreign advanced experience, on the basis of specific planning administrative act according to our actual system of reasons.
