This dissertation aims to study the intensive utilization in rural construction land, which is the key to reverse series of problems in rural construction land utilization, as well as to crack the urban and rural construction land intension. With the need of new rural construction, there exist the process of expanding the income right of land using in rural region. In order to avoid the phenomenon of extensive expansion of construction land, as well as to balance the interests of farmers and land intensive utilization,it has become the inevitable choice to explore a land intensive use innovation, which based the incompatible status between law, system and object reality.The essay, focus on policy practice analysis, begins with domestic-based research on intensive utilization in rural construction land, then discuss some problem of rural construction land utilization and land policy practice. Firstly, this essay comments the features of rural construction land and the content of land intensive utilization as deep as possible. Then analyze some problems coming from rural construction land utilization systematically, and further indicate three constraints of land intensive utilization, that is ineffective law, imperfect institution and practical problems. In order to improve the level of intensive utilization in rural construction land, this essay puts forward three general ways which include land replacement, land consolidation and land transfer. Yiwu urban-rural new community building policy is a innovation in rural land utilization policies, aiming to promote the new rural construction and use land intensively and economically, which is the focal point of this essay. Based on comments of policy orientation, contents and implementation process, the writer extracts some policy experience, as well as difficulties in policy practice. Ultimately, for the effective implementation and promotion of urban-rural community building policy in long term, the essay proposes several policy improvement recommendations, which are strengthening awareness on intensive land utilization, integration the power of rural planning and construction, improving incentives, raising funds in various ways, etc.
