Abstract


Followed by the rapid economic development in the 1970s people entered the era of globalization , people enjoy the technology to bring great results while also the negative effects of globalization . Mainly in the environmental issues of war and peace , the relationship between East and West , North - South economic gap , the use of resources , and economic development . According to the relevant data show that , in the global problems , environmental problems accounted for more than half of the environment and related infringement caused widespread concern . Infringement problem has always been the focus of research in the field of law , but for the environmental problems caused by this particular infringement type , the legislation is very weak . China in December 26, 2009 the Standing Committee of the Eleventh National People's Congress passed the \\Compared with other sectors of law , the concept of the implementation and enforcement of this law is a victim -centered , focused care and protection of victims .
