Abstract


Produced in Japan after World War II as a new, flexible management style and administrative guidance. It is the administrative authority within its terms of reference, guidance, recommendations, counsel and other non-mandatory approach is applied to the relative effect or influence relative consciously agree or administrative action to assist the executive authorities in the completion of administrative objectives. This article consists of four chapters. Chapter I, Introduction. The first analyzes the characteristics of traditional rigid administrative way, the difficulties faced by its reflection, and thus leads to the Enlightenment theoretical study of the follow-up of administrative guidance in the practical administration. Then some of the basic problems in the writing of this article, such as the purpose and significance of the study and related research to study the structure and framework, innovations do feed help.
