Abstract


The Sixteenth Plenary Session of the Fifth CPC Central Committee of building a new socialist countryside put forward a major task, which is the harmonious development of the country an important strategic. It is a fundamental way to achieve rural coordinated development of economics and society between urban and rural areas.At present,the agricultural and rural development has entered a new stage and lots of new problems have come out. We have to base on the comprehensive socialist modernization to find out the main problems,explore the practical model modes,approaches and strategies of the construction of socialist new countryside. During the past 30 years after reforming and opening up,Dingnan county insisted on reform and innovation to promote the rural development,the rural economy had developed greatly that given fully support to the county economic development.Through the combination of poverty-stricken counties in the state-level research Dingnan county case, this paper proposes four paths for Dingnan to change the backwardness from the viewpoint of the Socialist New Villages. First, Dingnan through building a strong grass-roots leadership to achieve macro-grasp; on this basis, they insisted the principle that everything proceed from reality and took the path of economic development with Dingnan characteristics, adhered to the methods of economic development to enhance the economic strength, through these ways to improve the competitiveness of market and promote the people’s living standard; moreover improved the social security system in poor rural areas and in favor of lifting the farmers to worry about; lastly strengthen cultural development of Hakka to achieve rural coordinated development of economics and society. Economy is the foundation, only taking economic construction as the center by unswervingly and developing social productive forces can provide solid foundation for the construction of political, cultural, and social. Politics is the concentrated expression of the economy, it is plays an important role in ensuring construction for economic, cultural and social. Then we could draw the inspiration of Dingnan to change the backwardness through the above measures.
