Abstract


Primary and secondary education stage is the formation of youth knowledge, attitudes and skills critical period. Every country to cultivate qualified citizens seen as the primary objective of primary and secondary education, and civic education through specialized courses or comprehensive civic education system to achieve. Many countries in the world to cultivate qualified citizens as an important task of primary and secondary education, and through the implementation of periodic evaluation to monitor and regulate civic education. Since 2004, Australia's national primary and secondary public education every three years on the implementation of an evaluation to develop a structured evaluation of the content and scientific scoring criteria, forming a distinctive Australian civic education evaluation system. Evaluation Studies Australian schools operating programs of civic education and experience, will be China's primary and secondary public education evaluation system construction has some theoretical value and practical significance. In this study, literature, reference to a number of civic education in primary and secondary schools in Australia and abroad evaluate the writings and papers, through organize, summarize, analyze, draw from this research ideas. In addition, the use of comparative law, civic education in Australian schools will evaluate the success of the lack of experience with the national evaluation of the status of civic education in primary and secondary schools by comparing the actual proposed establishment of China's primary and secondary public education evaluation system to improve civic education in our schools evaluation of the scientific level, and thus for our country to develop and improve civic education evaluation system to provide a reference. Features of this study is that the system in-depth discussion of civic education in primary and secondary schools in Australia evaluation system. First, from the Australian school civic education background evaluation, elaborates the content of civic education evaluation, standards, analysis and evaluation of the results, and then come to their civic education evaluation features are: evaluation of the integrity of the content, the scientific evaluation, evaluation integrity of the system, the periodic evaluation of the time. Finally, an Australian citizen education evaluation rational analysis based on the experience, combined with China has not yet formed an independent evaluation system for primary and secondary public education status quo, China should draw up a national rating agencies to develop a comprehensive evaluation of the content, setting the scientific evaluation criteria, and then build a sound evaluation system and the promotion of civic education in a systematic evaluation of the development of civic education in primary and secondary schools to ensure effective implementation of the evaluation.
