Abstract


With the growing demand for social progress and people's material and cultural life in recent years , the government has increased investment in education, medical , health, sports and other public welfare undertakings , tangible improvements in people's lives , resulting in huge economic benefits , environmental and social benefits . Increasing number of construction projects , but the construction project has been completed audit , the analysis found , many projects exist the problem of capital out of control . \How to manage the good taxpayers' money is the great expectations of every taxpayer , is also an important issue placed in front of each audit staff . Government audit responsibility is one of the core issues of the government audit system , the norms of economic responsibility audit , performance audit of the implementation issues , the attribution of the rights of state-owned audit oversight , the results of the audit of the Government Notice problems are solved theoretical and practical issues . Uncontrolled basic construction project audit from the Government-owned public utilities , an objective analysis of the reasons of public utility construction projects audit risk , and proposed the corresponding countermeasures to effectively prevent the construction of public utility project funding for various government departments to develop appropriate rules and regulations provide a reference .
