Abstract


For the prosperity of the rural economy , rural credit cooperatives play an important role in its reform deepening, but as the core of the reform - the reform of property rights is still lagging , this property rights system is more and more exposed its drawbacks . Therefore, we must deepen the reform of property rights of the rural credit cooperatives , as soon as it became clear property rights , democratic management , risk responsibility to implement and able to adapt to the modern rural financial organizations in the development of the rural economy . This paper first introduces the basic theory of the property rights system of rural credit cooperatives , elaborated the concept of property rights and property rights system from the point of view of institutional economics , the definition and characteristics of a modern property rights system , the theoretical community credit cooperative system , stock cooperative system shareholding three property system research reveals the possible problems of rural credit cooperatives reform of property rights , both positive and negative aspects . Secondly, as a case to Taizhou haiyang rural cooperative banks , and described in detail the course of development of the property rights system reform and the status quo of the line , and evaluated the effect of the reform of property rights by the bank operating . Third , this article details the developing countries such as Germany, France , the United States , Japan and other developed countries and India Rural Credit Cooperatives property rights system reform , and on this basis, summarizes Taizhou the Haiyang rural cooperative banking system of property rights reform inspiration. Finally, through the analysis of the property rights system of Taizhou Haiyang rural cooperative banks existing problems , propose solutions while establishing the goal of further reform , discussed the reform of property rights adhere to the dominant direction of the joint-stock reform , on this basis , further raised the recommendations to improve the reform of property rights within the external environment .
