Abstract


Rural credit cooperatives are an important part of China's financial system , the foundation of rural finance , from the founder has experienced 50 years of development , has a decisive influence on the development of China's rural economy and rural social progress . Since 1996 , rural credit cooperatives in the management system , deepen the reform and explore , but so far , the deep-seated problems of rural credit cooperatives, property rights and organizational system still has not been a substantive breakthrough , this system the fundamental problem has been the government, financial regulatory authorities and rural credit cooperatives urgent need to address the real problem, the difficulty of the the theory sector the focus of research and practical work . June 27, 2003 , the State Council issued the \the characteristics of the rural credit cooperatives also have different requirements . In view over the level of economic development , credit unions operating conditions , rural credit cooperatives reform of property rights can not be confined to a form . According to their own work in Wuhan City, rural credit cooperatives years of accumulation, analysis and comparison of the three reform program , Wuhan City, rural credit cooperatives in this case , their property rights reform model are discussed .
