Abstract


In today's world, the resources and capital decisions all the time has become a thing of the past, the capability of independent innovation jumped to a country, a region of the core competitiveness, sustained economic growth of the soul. \Vigorously promote independent innovation is the inevitable choice of the transformation of economic development and the promotion of economic growth. Anhui Province is located in the southeastern part of China, located in the lower reaches of the Yangtze River, home to the hinterland of East China, and plays an important role in the strategy of central China. When the General Secretary Hu Jintao inspected Anhui Province, Anhui should explicitly requested greater as in independent innovation. Anhui has better technological conditions and industrial base, but compared with the developed areas, Anhui capability of independent innovation is not strong problem still more prominent. Faced with the grim situation and challenges, Anhui has put forward to improve the capability of independent innovation as the core of the development strategy, and promote further implementation of innovative strategies to accelerate the construction of an innovative Anhui. This paper is intended to a comprehensive evaluation of the capability of independent innovation in Anhui Province, Anhui and enhance the capability of independent innovation given the relevant policy recommendations. First, on the basis of relevant literature at home and abroad, the article analyzes the innovation and independent innovation capability of independent innovation, such as the scientific connotation literature review, the evaluation index system on the existing capability of independent innovation and independent innovation capability evaluation method. Second, the article based on the connotation of regional independent innovation ability, learn and study the existing index system based on the use of a combination of qualitative and quantitative methods, building suitable for the evaluation of regional-level indicator of the ability of independent innovation system. Again, the article constructed the evaluation index system, the use of the entropy method empowerment and fuzzy comprehensive evaluation method and empirical evaluation of the capability of independent innovation in Anhui Province, and to do a comparative analysis of longitudinal; use set independent analysis of the six provinces in the central region innovation capability empirical evaluation, and horizontal comparison analysis. The study found that the capability of independent innovation in Anhui Province in recent years been a greater development and improve, but compared with the developed provinces, there is still a large gap in the third place in the six central provinces. Finally, the article draw on relevant experience at home and abroad, based on the analysis of the results of the evaluation of the previous three-point suggestions to enhance the capability of independent innovation in Anhui Province. First, we must strengthen the concept of independent innovation and awareness, to give full play to independent innovation, the role of the various elements to optimize the system of independent innovation mechanism and policy environment.
