Abstract


In recent years, the rapid development of China’s economic. However, the existences of animal welfare barriers which seriously restrict the development of international trade in China. Therefore, the animal welfare has received considerable attention in our country.Zoo as part of the urban construction plays an important role and status. But, due to the zoo operators more and more valued the economic benefits and to meet the entertainment concept of family strongly, lead to a lot of zoos arises at the historic moment. Together with our animal welfare legislation and consciousness not widespread, lead to the domestication of zoo animals does not meet the welfare requirements; Animal shows neglect of welfare protection and ornamental; so excessive number of zoos that lack of financial support for business; Regulation is not clear, poor management of staff qualifications, cause animals become a tool for people to make money.The zoo animal abuse and destroying frequently occurred.Therefore, the author hope to through tracing the theory of animal welfare to tell people: The "Animal welfare" rooted in religion, philosophy, ethics and law field has a rich theoretical basis. Combined with the situation of our country and economic development, get the result of animal welfare legislation in our country is feasible and necessary. Propose appropriate solutions by reference the relevant foreign laws and regulations for our country zoo animal welfare problems existing. Finally, provide the blueprint for create "Zoo Animal Welfare Act" of China.
