Abstract


In today 's world , with the impact of globalization and increasing social instability , and how to effectively prevent and respond to a variety of public crisis has become the world common problems . China is one of the world's countries most seriously affected by natural disasters , and in the economic and social transition , the high stage of the emergency , the public crisis management has become an important topic of effective governance crisis and building a harmonious society . Government to deal with public crises in the core position , but after all, limited force , which requires the participation of the public . Community as a grassroots organization of public masses , and has the resources , communication , information , action and advantage of being able to play to its importance in the management of public crisis .
