Abstract


With the development of industrialization and urbanization in China, a great quantity of agricultural land requisitioned has been used for infrastructure construction or industrial land; peasants who lost the land which is their most essential capital goods became a special group—land-deprived peasants. After requisitioning land, the government gave peasants some compensation and resettlement which basically gives priority to moneyness resettlement, but its compensation standard is low and doesn’t embody the market value of land. At present, land-deprived peasants in the event that they haven’t have the same social security with the urban residents and received any help or support from the government on reemployment after losing land, so most of them have no land, no job, no social security, they become the social vulnerable group which is different from the normal peasants or the urban residents. If the government couldn’t supply sufficient security for reemployment, the land-deprived peasants would become a new poor group easily, and it can give rise to much social conflict. As a result, we must pay highly attention to the reemployment problem, so as to guarantee the sustainable source of land-deprived peasants’ economic income.As a point of focusing-on-people., utilizing the social capital theory and the dual labor market theory, making the three factors——human capital, market element, support from public policy as the element of land-deprived peasants’ reemployment, this thesis comes up with four research hypothesis:(1) land-deprived peasants aren’t satisfied with their life, meet many difficulties in the process of reemployment, their quality of employment is low, personal character affects the will of reemployment and wage. (2) human capital affects the chance and will of reemployment. (3) market factor affects the chance and will of reemployment. (4) support from public policy affects the chance and will of reemployment. On this basic, author design the questionnaire in a scientific method, make a survey in the country, have an interview with the typical case, utilize the SPSS16.0 system analysis the obtained data, master the situation about the life and reemployment of peasants, analyses the association between the three factors——human capital, market element, support from public policy and the peasants’chance and quality of reemployment. In the end, we put forward to a conclusion and submit the suggestion with well-operated and appropriateness to promote land-deprived peasants’reemployment.
