Abstract


To Academy X, one of the main force of China’s national technology innovation, coordinated development between military and civilian industry is both the requirement of national strategy and need of its own development. Technology sharing is the main measure and core content of military-civilian integration. How to take full use of military technology to enhance civilian industry is the most important question that Academy X is now confronted with.Although lots of policies encourage achievement sharing and exchange as well as technological innovation cooperation, the practice of military-civilian technology sharing is not satisfactory. In 90s, Academy X conducted a reform that seprated its military technical strength and resources from civilian companies and factories to form some new military research institutes. Relying on the technical strength and resouces, the military research institutes experienced a rapid development. However, civilian companies and factories got hurt because of losing the connection of technology transfer and precious technical advantage. As a result, civilian companies and factories started a vicious circle. Under this circumstance, exploring and establishing a coordination mechanism facilitating the military and civilian techonolgy sharing is on top priority. Only by establishing the military-civilian technology sharing model can technology transfer and conversion be achieved, thus strengthen the core competitiveness of the civilian companies and factories.The purpose of this study is to solve the military-civilian technology shraing problem, through the analysis of domestic and foreign military-civilian technology sharing experience and barrier. This paper mainly studies the relevant theories, mode and cases about technology transfer. It analyzes the barrier of military- civilian technology transfer with theritical tools, reach an conclusion of core elements of military-civilian technology sharing model, and get the solution to break down the barrier to cooperation.The innovation and contribution of this paper is that it adopts theorical tools as technological gap, adverse selection and moral hazard to fully analyze the barrier of military-civilian technology sharing. The analysis lays the foundation of the solution. The result of this research has common meaning and can be used in many other cases.
